I looked at my recent DEFT Levy Notice. It gives a number of options of ways you can pay. It does not include setting up a Direct Debit. I simply go to my bank website and make my payments via BPay using the information on the notice.
I wonder if you are using a link to the DEFT website? That may be why you are getting the problem with Direct Debit.
