Replacement of windows is only an exempt development if your building has a current fire safety statement.
If you don't have a current fire safety statement you will need to submit a Development Application.
Once you lodge the Development Application council make the approval of the application conditional on necessary fire safety upgrades.
Additionally all Development Applications for work in excess of $50,000.00 will require a BASIX audit.
BASIX is the Building Sustainability Index and with respect to window replacement will look at the proposed glazing of the windows.
Some if not all of the windows will require improved glazing in order to comply with the BASIX requirements.
Improved glazing in Sydney would typically be glass with a Low E coating that will assist in the reduction of solar heat gain.
