Thank you, Sir Humphrey. Thanks for the information about other possible options besides the exclusive use which the ground floor units wanted.
In WA, a resolution without dissent is required before exclusive use of common property can be given.
It is reassuring for the upstairs units to know that nobody has the right to enter their unit.
