Yes you would need permission and that may include a by-law. And this would mean you were responsible for the ongoing maintenance of this area. If this system wasn’t in place, people would be knocking holes in walls and complaining to EC to fix the collapsing roof.
One of the reasons people live in strata is the knowledge that the exterior is taken care of by the OC. Yes, it’s a pain we can’t do what we want. But then again the outside (and structure of a building) is usually the most expensive when it comes to maintenance.
We can’t ask for what we want and then expect others to pay for the upkeep. I don’t mind if someone wants a change, but let that be on their head – and from their wallet.
