Since you'll be installing the panels on common property you do need a by-law to be passed by special resolution at a general meeting. This is to ensure that you'll be responsible for everything associated with the installation and ongoing maintenance of the system, and that your owners corporation will not have to bear any costs or liability for it.
If several owners also want to install panels you could spread the cost of drawing up the by-law between you.
