    Thank you Jimmy,  This is actually the 5th year of my problem.  I went to NCAT previously and they said that they would be ordering new windows so would fix it then.  The new windows are subject to much argument and have not been ordered yet so that application failed.

    The SC are just dragging their feet – they take ages to make a decision and it makes me wonder if this is deliberate.  The SM is ok but as you know only acts under instruction.

    I am seriously considering going to the media.
