I’d be inclined to just get on with it while keeping all correspondence and all documentation of compliance with building codes and whatever. Photograph everything lest you be asked to remedy common property that was already damaged. Do what you reasonably can to be accommodating but don’t put up with a non-flushing toilet for any longer than you have to.
