    Hi, Have you looked at the disposable funds available in the annual accounts; if no funds available would a temporary levy be a solution on the grounds of safety? 

    Depending on when the building was constructed, perhaps look at materials under the carpet, and possibly less costly than carpet replacement, would a solution be polishing, if concrete, varnishing, if timber, or leaving floor exposed if terrazzo or similar?
