Otherwise an agenda item could be something like “improve lighting on rear path for safety of elderly occupants” which most might vote yes for and then an EC puts in two 36 watt fluoro’s beaming half their light into a nearby bedroom window whereas reasonable discussion at a meeting may have lead to a 5 watt light below the window level.

    There can certainly be “too much democracy” which is essentially where people who have either little idea of the issues or are grossly inconsiderate of others nonetheless vote on the issue.
