I had an owner who is constantly in significant credit with his levy payments say he was going to ask for the money back.
At present the owner is about $1600 in front with his levy payments ($1600 in credit). He says he is going to ask the OC for $1000 when it gets down to being $1000 in cedit.
Is the OC obliged to give the guy a cheque for $1000 if he asks for the credit amount to be returned to him?

Hi Billen Ben – I don't know about the legalities, but I do believe that ethically the OC should refund credit when someone's that far ahead. Surely your budget's not reliant on the advance payments of one unit owner… and if it is, then it sounds like time to raise your levies. Just a thought.
