Learned Flat Chat followers, according to seemingly deliberately very vague Executive Committee meeting agendas and minutes, our Chairman is currently ‘designing’ a structure to house our recycling bins which are currently in an open, badly maintained and ugly area in plain view of everyone who comes and goes. But I don’t trust his taste and design sense and I’m not the only one.

He can’t just have something designed and built all on his own, can he? Even if his and his committee approve it? Shouldn’t it go before a General Meeting of the Owners Corporation for majority approval? It will, in my view, substantially change the appearance of the strata even if it is just a bin room and as such is an ‘improvement’. And when I say “in m view” it is actually in my view and as I said, everyone who comes and goes will see it..

I believe if he is planning to make changes to common property then it needs a General Meeting to approve the design and the cost.

Correct – and additionally the Chairman’s proposal requires a Special Resolution where at least 75% of Owners present (personally and by proxy) at that General Meeting need to be in agreement.

Wouldn’t this also require local Council approval?  This was certainly the case when we tried to do something similar at our 1960s block (which was designed to utilise incineration of garbage) and we needed extra storage to handle the change from twice weekly collection of conventional bins to once weekly collection of wheely bins.  The plans that we submitted had been professionally developed, but they knocked it back, and we had to make alternative arrangements.  If ccbaxter’s chairman is not a professional in the field, the proposal should not get to first base.

Thank you all very much. I will write to our Strata Manager and Executive Committee about this.

I have just posted again in the Green section of Flat Chat with a question about solar panels, and would be grateful for any advice.
