      QUESTION: My neighbour leaves his dog outside on their terrace all the time and it barks constantly. I’ve spoken to the strata manager, the executive committee and

      the neighbour, but all I get are vague promises and nothing happens.

      The local council aren’t interested and as far as I can tell, the neighbour – he’s an owner occupier – doesn’t even have permission as required in the by-laws.

      I like dogs –  I wish I could have one myself –  and I feel sorry for this little chap.  All he wants is to get inside where its warm. As a mere renter, is there anything I can

      ANSWER:  Sadly, a lot of executive committees are reluctant to takes sides with renters over owners even though you have virtually the same rights. So ask your agent or landlord to put pressure on the committee, otherwise you might seek a rent reduction for loss of amenity.

      Meanwhile, call Fair Trading on 13 32 20 and ask for a mediation which is an obligatory first step towards a complaint at the CTTT and might be enough to get everyone to take you seriously.
