      We are block of 8 units. For the past 28 years always 4-5 owners were on the EC. Everybody, who wanted to join the EC was welcome.
      3 years ago a new owner moved in. Since then the problems started. The situation escalated last year, when this person with support of 3 other units (with larger entitlements) demanded at the AGM that only 3 owners can be on the EC, despite that 7 owners were willing to join.
      He prepared it very well. He approached several owners with the proposal “if you will support me, I will support you”.
      At the AGM 2014, 4 owners were against and 4 for it (on the pol voting it went through). Our current EC consist now of a 89 years old lady (secretary), an owner who is frequently parking his car at the visitor parking bay, with explanation, his garage is used as storage. The third person is the troublemaker, who is only looking after his interest.
      These 3 owners, who elected themselves, are only pushing their own interests through and are neglecting the other 4 owners. The secretary doesn’t reply to our emails, the EC is not informing the OC what they were doing and why.
      This owner is so pushy that even he bullied the strata manager, who supported him in all his doing.
      This person even got a new owner on his side (moved in 2 months after the AGM), allowing him through the EC to install an air conditioning, renovations without the OC approval, without presenting the plans etc. The EC also allowed this new owner to bring in his huge dog ( mixture between Labrador and Dogge) without OC permission. For these favours the new owner is giving a proxy to this owner without any restriction and he is using it to his advantage.

      In ten days we have an AGM and one of the motion is that the newly elected EC should be not restricted in any dealings and should not be restricted financially as well. Until now we had $2500.00 EC restriction.
      The 4 smaller units are afraid that because of their entitlements minority we will be not allowed to join the EC again and so with this man will continue in his doings. Even one of his motions on the agenda is “that were access to external windows poses an obvious safety hazard, the OC exercise its obligations and undertake to ensure the necessary work is carried out by licensed contractors”. We have by law #11 in place (window cleaning) and we are only two level building. He wants to use the OC money to his benefit, to have his windows cleaned.

      Please advise, how the 4 smaller units can make sure to be part of the EC.
      If this is not possible, how can we ensure that these 3 current EC members, if they again will vote themselves in, with their 51% majority, will and can only decide on day to day business and not on the major projects without informing the OC, without even calling an ECM ( as they did in the past).
      Also kindly advise, if we can restrict their powers and restrict them financially. Does financial restriction of the EC needs a special resolution?
