      I have asked questions about this before, sorry, but the issue is ongoing.

      To cut to the chase, there is an Extraordinary General Meeting going to be had here soon. The Executive Committee and Strata Manager won’t tell me the date it’s planned for, or whether a couple of pertinent questions will be answered and issues ironed out which greatly affect a big-budget project involving common property and Exclusive Use of it for parking by ‘special people’ who pay no extra for it. In short, I fear they are going to try for a proxy-enabled approval benefiting the few Exclusive Users at the expense of the larger Owners Corporation. 

      My question is, as an interested owner currently not on the EC and not trusting the current EC, what are my rights to be kept informed of what their plans are well ahead of the agenda going out. I want to have constructive input at the front end of things rather than have to, say, go to the CTTT to try have a patently wrong decision reversed.

        As an owner you have a right to carry out a search of the books and records of the owners corporation including copies of reports and correspondence received and sent on behalf of the owners corporation. You need to book the inspection with the strata manager (if you have one) or the secretary and pay the fee prescribed by the regulations. If no email correspondence is included in the files, insist that it is printed for you to read.

        Also, as an owner you have a right (as long as you have no outstanding levies) to request any motion you wish to be placed on the agenda of the next general meeting. If you provide the written request to the secretary (or strata manager if they have this function) prior to the agenda being posted and they are obliged to add the motion to the agenda.

        In general terms though the best way to ensure you are constructively participating in the process is to nominate for the EC. At the very least you have a right to attend and observe EC meetings (and if allowed to by the chairperson, participate in the discussions).

          Thanks very much JGOWT. I now know what I must do and that is be completely up front about what I’m worried about, since there are no EC meetings, agendas, minutes or correspondence in the file at the Strata Manager’s office and a real disconnect between the Executive Committee and the SM, in fact. They play good cop, bad cop, reversing rolls as it suits them.

          As for getting on the Executive Committee, I was once, during a time when our building was well-run and looked good. But now it’s controlled by a clique who are hell-bent on reducing the levies (have done this twice) not spending money on keeping the place nice and they have an embarrassing proxies. As my topic suggests, they are about to blow big bucks on a major project benefiting mainly themselves. Thanks again.
