How can you override a body corporate committees choice?

Hi! I will need  responses based on Victorian rules.

1.  We are about to repaint our three storey apartment block and our committee has just provided colour options that do not include the existing colour.  How can we get the existing colour included in the selection – it appears that the committee members may prefer a differerent colour.  We need to vote on the options provided this week.  

2. Also the committee has obtained three quotes for the repainting from high-end master painters.  How can we get them to include a broader range of painters/quotes or to tender the job out – we were originally quoted around $100k  last year now it has gone up to $120k.
