      Our Strata Plan has resolved to install 28.12kW solar panels on the flat roof of our 7 level block to power substantially all our common property electricity requirements. We engaged an independent consultant to review our needs, and then to manage a tender process. The selected solar panel provider has been approved at an EGM by way of a Sustainability Infrastructure resolution.

      The contract (which is a standard Clean Energy Council proforma circa 2016) requires the Owners Corporation / Strata Committee to apply for and obtain any other approval (aside from the grid connection approval, which they will handle). We have spoken with the Duty Planner at our Local Council who advised between 10kW and 100kW it would be a ‘complying development with consent’ under the State Environmental Planning Policy (Infrastructure) 2007 (“SEPP Infrastructure”) and that we needed to appoint a Private Certifier to confirm compliance with that SEPP.

      We are seeking 3 quotes, but one quote has come back at a price that is around half of the price for the actual solar panels!, and other quotes are hard to obtain. We feel that we are being taken advantage of.

      Has any other Strata Scheme in NSW had to do this?

      Were do we find a reasonably priced Private Certifier?
