Can I please ask your opinion?

My partner and I have two cats which we’ve had for 10 years.  Our neighbour has been the proud owner of 5 German Sheppards in her one-bedroom flat during the same period.  Quite often 2 at the same time.  And a couple taht have been aggressive and she has physically struggled to control.

We were initially friendly with our neighbour until one of her new dogs became very aggressive towards us and our cats.  Being a large dog, this animal actually caused by neighbour physical harm (dislocated shoulder x 2, strained wrist x 3, being pulled over while she was pissed x 2 resulting in us having to escort her to ER) as she failed to be able to control the dog in the car park and outside her own front door.

Things rapidly degraded and our neighbour soon began a campaign of victimisation.

 She:

• Joined the executive committee as secretary and used her position to send us a number of warning letters regarding complaints about cat urine (without any evidence that it was our cats) and exercising of cats in the car park.
• Insisted on implementing an animal by-law which made no mention of maximum animal size but which mandates that all animals are keep on leads when on common property (yes, including cats).
• Began to use the recently installed security camera system to spy on our behaviour in common areas and recently had a notice sent out to us by our strata company for a alleged urination incident which didn’t happen and there is no evidence of.

We’re feeling pretty bullied by our neighbour and don’t see that it is her business to police the building in this way.  The strata company we use are more than happy all of the notices they’re asked to as they get paid more for this service.

What should we do if we feel a committee member is acting inappropriately?  How can we request that the security system isn’t used to invade our privacy and others in the building?  We feel the system should be monitored by a third party for anti-theft purposes only.
