      I live in an apartment which is 5 years old and my neighbor bought at the same time but he has a courtyard approximately 100sq meters which is covered by synthetic grass, since day one every time there is a strong wind blowing about 25 per cent of the grass is lifted and thrown around his yard, the builder has tried on several occasions to rectify this problem but has had no success, my question is: if the builder can’t fix this problem is the strata responsible for having this fixed?

      No – his courtyard is his responsibility. And providing the artificial grass stays within his courtyard boundary, I don’t think it is of any particular concern to anyone else.  Of course, if his grass ends up in your courtyard, then that could be another matter ….
