I thought General Business could be used to discuss issues but that no vote is permitted (or, at least valid) unless the specific item was on the agenda. Given that the AGM is the time when most owners are all together, it would seem unfortunate to limit discussion, even if you can’t legitimately vote on what you discuss. Having said that, the chairman could introduce an informal discussion at the end of the meeting proper – there would be no harm in that.
