Our executive committee has used levy funds to support a community entertainment event. There is no by-law to support this. There was no budget provision at the time, although a recently passed budget now contains a provision for “Events and Functions”. Is this expenditure improper, and if so, what can be done about it ?

PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
