my partner and I live in an apartment block where we pay $2600 per month in rent. For the past month our neighbours have been yelling out obsenities late at night. The overall feeling is that the situation is volatile and that the neighbours are off their heads on some substances other than alcohol. Obviously we can't front them about their noise. Its gone from 6 months of heaven to 1 month of hell overnight. The end result being that we've had no sleep. This yelling out and general loud noise is going on between 2-4am during the week. Our real estate have been very poor with regards to helping us with trivial matters at the apartment so i have little faith in them helping us. The police said that there isn't much they can do because the noise is not consistent, rather its every 15-30 mins, and the chance of catching them red handed is slim. The  body corporate has changed hands apparently so not much luck there either. We signed a 1 year lease but now think we may have to break it to get some sleep. Is this an option? What do we do?

Perhaps you could find out who the agent is managing your neighbour's property, the offenders, and address this issue with them, assuming they are renters.  Send a letter to the strata manager highlighting the problem.
