Thanks for taking time to respond.

Something here is not right. On one hand we have the Law  that protects us from noise issue and yet there is no mechanism to objectively identify that the law has been breached.

However, I did find one way which  I think could be used as a measurment.

This is:

These regulations prohibit the use on residential premises of specified articles  “in such a manner that it emits noise that can be heard in a room within any other residential premises” at specified times.

“can be heard”-to me is the right way to go because amplified music is easy to adjust. Not like noisy washing machine.

Don't know if this could be used in SSMA in conjunction with “at any time”.
