Thank you to all thoughtful posters. I suppose the fault is in 'the system' which I'm sure we all hope will soon be improved by the review soon to be taking place.
I do think one of the major causes of problems is the lack of communicating the basic ground rules and by-laws etc. in any strata which might be overcome using PeterC's methods mentioned above.
