One thing you could check is whether any of the trees poisoned are on a Council Tree Proteciton Order or similar – most council's require that the removal of trees above 4-7m (depending on Council) be undertaken with council consent – and there are big fines for those who do this work without reason.
Doing it this way circumvents any potential delays of dealing with the EC itself.
