Can owners change what special levies are used for?

      if we collect special levies on behalf of a specific project can we use that money for another project that is deemed more important?

    PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services.
