      I live in a strata scheme of about 60 dwellings for about 8 years. Early last year, the CTTT placed the scheme under “Compulsory Strata Management (CSM)” that gave the Strata Manager “absolute dictatorial power” to manage the scheme. Since then no owners were involved in any executive committee meetings, annual general meetings, or any meetings with the Owners' Corporation. No consultation or discussion has been held for decision on budget, expenditures, or other costs. These were decided under the absolute control of the strata manager without any recourse from any of the owners.

      The levies were increased to almost 200% (Year 1) and 330% (Year 2) over the two years under CSM. Special levies were also struck. Most of the additional expenditures were incurred to pay lawyers' costs, expert reports, and the strata manager's administrations. In my view, these additional expenditures are not necessary or reasonable.

      Can the owners require CTTT to reinstate the control to the owners?

    PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services.
