Pre Completion Inspections

I have an inspection scheduled for a strata apartment prior to settlement to identify any defects.

My question is who inspects the common property prior to settlement.

As there is no owners committee in existence at this time.

There may be more important defects in C P (eg fire systems working , presence of flammable aluminium sandwich panels etc )than elsewhere, or do we rely on the building certifier ?
