Who owns the outside walls of an apartment building?

      My apartment building is 27 floors recently the body corporation gave approval for an apartment on level 25 to cut the outside walls of the building to enhance the size of their windows making them floor to ceiling length. The body corporate did this without informing or getting permission from the owners. The chairman resigned because of this issue.

       Did the body corp act illegally? Who owns the outside of the building is it common property? I live in Victoria please assist thank you

    PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services.
