      My neighbour hit the wall of our villa’s balcony with their car and it has caused a fair bit of damage (mostly cracks in the concrete slab and a number of broken tiles) that needs to be repaired.

      While trying to solve the matter amicably we obtained 2 quotes from builders; both quotes are however deemed too expensive by our neighbour and he does not want to pay for the repair. He is not willing to get a third quote and has also declined our suggestion to go through his car insurance. He has offered to fix the damage himself DIY but as there is a substantial crack I prefer to get it fixed by a professional.

      To get us out of the stalemate I am considering to lodge a claim under our strata’s insurance but am I able to as it is known who caused the damage and that person is also a unit holder in the same strata ? I am in NSW.

        Make the claim and let the insurers decide whether or not they want to pursue it with your neighbour.  Cracked walls or slabs are no job for DIY amateurs.
