I am a lot owner of a strata in Melbourne.
If all 8 unit owners are asked by email to select 1 of 4 options, how is it determined which option is accepted ?
Is it the option with the most votes that gets the nod ?
What if 2 of the options have the same most votes ?
Does an option need to get 4 out of 8 votes or a majority of 5 out of 8 votes ? if none of the options gets the required number of votes, does this mean no option gets up.

This is an irregular occurrance and your committee should have devised a system for voting which they sent out with the options.
I would say they should ask everyone to number the options 1 to 4 , then apportion points in reverse order, a 1 = 4 points, etc, and the option with the most points wins.
But that’s just me. Go back to whoever issued the vote and ask for clarity. This is not covered by strata law.

Is it even a formal, General Meeting, poll vote?
If it’s a formal GM vote then, if there’s a quorum, the majority vote wins. If it’s a tie, in Victoria, the Chair has the option of a casting vote. With no quorum it’s an interim resolution.
If it’s just an opinion poll for the committee, it’s up to the committee to act on the results.
As I said, by the sounds of it, it’s an informal vote or an opinion poll, if you like, so poll votes and quora probably have nothing to do with it.
But if the committee is going to offer four options, they should have devised a way so people understood what their votes meant.
If it’s just a straw poll to reduce the options to a binary choice, to be decided in a formal setting, then they should have spelled that out.

When I was on an executive committee with over 100 units and we wanted to canvas opinion on a range of options we asked people to indicate on a form 1) their most preferred option, 2) acceptable options, and 3) options they would not support. Then we added a space for comments.
In the case of the original post, with only 8 units, could they not just call everyone together to talk about it, perhaps over a morning tea or evening drinks?
