The owner has certain responsibilities to the owners corporation and he can’t just pass the buck to some non-involved third party. Remind this owner that recent court cases have made the owner of the property legally responsible for theit tenants behaviour in relation to other owners. This is not something the should shirk if they don’t want to end up in strife.
