    I think that owners can be relied on to comply with the law after all who wants to be sued or have the death or injury of a child on her/his conscience. If people  don’t comply then some will get away with the infringement and others won’t. 

    It is illegal to remove or damage the locks. You don’t have to use them unless there is a child in the unit. 

    The Owners Corporation is responsible for maintaining common property and the locks are common property. If a person deliberately damage a locks or any common property then it is reasonable  of  the individual property owners to make good the damage. 

    I intend checking the locks and the smoke alarm when I carry out my annual inspection of my self managed investment property.
