    It’s a defect that could not reasonably have been anticipated before purchase unless there had been a complaint before.

    Apply for mediation at Fair Trading then, if the problem is not resolved, apply to NCAT for orders under section 232(e) on the grounds that the strata committee has failed to “exercise, a function conferred or imposed by or under this Act or the by-laws of a strata scheme.”
