    In our strata the executive committee has passed a rule that denies residents including owner-occupiers entry into the locked stairways.  We can, of course, exit the building via the stairs.  Floors 4-8 can only be entered by lift which is activated by a coded swipe.  When I bought my apartment on level 4 I assumed I would be given a given a key.  I have formally requested one and have been denied.  We have one lift that occasionally is faulty or difficult to get because of removalists.  We do have security on our estate who can open the stairways in time of emergency.

    Bottom line:  Can the executive committee deny owners a key to the stairs? If so how can I get a key?
