      Hi first timer here. We have a problem in our block of 32 units. An owner from a former iron curtain country has been here for four years or so with his wife and kid and seems to have developed an anti-social personality disorder over a period of time. If you read the famous book The Sociopath Next Door by the American psychiatrist Martha Stout; he ticks all the boxes.

      He drinks himself silly in his garage downstairs and tries to draw-in passers by, is suspected of taking drugs, defaces notices and noticeboards and vandalises property, targets certain residents with vitriol. Then, despite being confronted with misdemeanours, denies involvement. He’s clever at not providing any evidence.

      In short, Vlad is ruining the strata. The police say they can’t do anything without proof. The Executive Committee are scared to act and the Strata Manager says the EC need to authorise action.

      CCTV is on the AGM agenda but it will cost thousands and unless it’s ‘covert’ probably won’t catch him. We’re told this type of person, just doesn’t stop anyway. All they’re scared of is being ‘exposed’ whatever that means and ‘losing control’ whatever that means.

      Can anyone suggest anything?
