we have a history of a secretary rewriting minutes of both EC and General Meetings. The Strata manager sends a draft to him and he then revises them with a large dollop of artistic licence to suit his point of view to the extent that sometimes even the vote numbers are altered to get the result he is trying to achieve. Is it legal to record meetings on a voice recorder or equivalent as a more objective review of the event?

You would need to inform everyone at the meeting that you were doing so and, for safety’s sake, get the EC to agree.
You can always challenge the minutes at the next meeting, of course, because each meeting has to start with approval of the previous minutes.
If that doesn’t work, write directly to owners telling them where the minutes are wrong.

Gosh, there' s so much dodgy stuff like this going on day-in-day-out and people get away with it, while strata managers just take the money and run. Surely there must be something else to be done in this case, Jimmy, I am getting very despondent.
Challenging the minutes at the next meeting will get Art precisely nowhere and writing to owners will mean he becomes, as one of your posters put it so well recently, 'that guy'. Same for seeking mediation at the dreaded Office of Fair Trading.
What the OC secretary in Art's post is doing is actual criminal, surely?
It is a good practice when adopting minutes of a previous meeting at a meeting for both the chairman and secretary to sign and date the minutes on day they were adopted (with any changes handwritten therein) and certify they are a true record of the previous meeting.
If one or both the above officeholders are not available then have two committee members sign.
The signed minutes are then copied (with signatures) and placed on the noticeboard and/or distributed to lot owners.
