Who pays for fixing the water pipe inside wall

      Hi,

      Currently I owned & lived in double bricks unit for years. 

      The shower room keeps leaking and the paint outside shower room wall dropped a lot due to the leaking.

      I think very likely the water pipe inside the wall has the problem. So who should be pay the bill if I call plumber to fix it.

      And do i need to contact to strata first before I call plumber to visit my home.
