Cleaning Garbage Bins ?

      Our bins in our strata block are cleaned by the cleaners. They wash the bins and the water & waste goes into the storm water drain.

      Is this okay ? or should the bins be emptied into a non storm water drain or cleaned by a mobile bin service ?

      If not okay, can the strata &/or cleaners be fined by the EPA/council ?  If so where do we find information on the rules and fines etc., ?
