What percentage of owners is required to sell an apartment block to developers in the State of Victoria?

100 per cent. At present there is no law that can force owners to sell their unit but that will probably change under the current review of owners corporation laws.

PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
