I have been living a recalcitrant neighbour and his doof doof since august. He has a penchant of playing his music really loudly every fortnight on the weekends (Friday and Saturday) at 4 am and when confronted by the security of our tower block, he stops for a while only to start again till 6 am. His music is so loud that not only I can hear it from my living room , but it’s clearly audible when one steps out of the lifts which is 3 doors away. I have written to my other neighbours upstairs and downstairs (who don’t seem to be as affected), and since I’m his only next door, I feel like a lone voice in this.

Recently , after being issued a warning, his late night antics have slowed down. But he has resorted to playing it before the restricted time limits at 8 am, 7 pm and any time before 10pm . Since he isn’t very normal, he likes to have it on continuous play for 3 hours. When confronted recently again, his response is that since it’s communal living, he should be able to play his music and people shouldn’t complain. It’s not a hotel. Basically he is saying ‘ suck it up , I’m not breaking the law’.

I have read the pamphlet regarding neighbourhood noise that one can’t play music after 10pm on a weeknight, but surely there must be something that says music and vibration above a certain level isn’t allowed and that continuous play of doof doof isn’t allowed?

I have brought it to the attention of my building manager but it seems that the decision to either fine him or evict him (if he is a tenant) rests with the executive committee, who seems not to have done anything as I have been complaining since august.

At this point, I’m unsure of what could I do next besides making repeated complaints and let the poor security guard cop the inconsiderate rants of this neighbour. Any advice would be great!
