Bathroom tiles fell off the wall – who is responsible to replace them?

      The unit is currently 3 months empty – 18 tiles just fell off the concrete wall in a single double tile section. Water is not an issue in this part of old (1960) original bathroom. Who has to pay for repair, 9 of the 18 fell undamaged.
