      can the owners Corporation restrict the use of Common property facilities such as Swimmingpools and Gymnasiums to residents only?

        The law can be different in each state.  But in Victoria, the answer is Yes:

        Owners Corporations Act 2006

        SCHEDULE 1

        POWER TO MAKE RULES OF OWNERS CORPORATION

        4 Use of common property
        4.1 Use of common property.
        4.2 Use of equipment, services and amenities on common property.

          Same here in NSW I think although the standard rule is that guests must be accompanied by residents when using common property facilities.
