can the owners Corporation restrict the use of Common property facilities such as Swimmingpools and Gymnasiums to residents only?

4.2 Use of equipment, services and amenities on common property.Same here in NSW I think although the standard rule is that guests must be accompanied by residents when using common property facilities.
