Who is responsible for stand alone battery powered smoke detectors within indivual units in NSW?

These are not hard wired or connected to the fire panel.

When the block was built they were not a requirement.

That would be the landlord or lot owner.

PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
