The Unit Titles (Managment) Act (in the ACT) clearly says that members can’t vote at a General Meeting if they are not financial:
(3) If the owners corporation has 3 or more members, a person is only entitled to vote for a unit on a motion requiring an ordinary or special resolution if all amounts payable to the owners corporation for the unit have been paid.
BUT can an Executive Committee member vote in an EC meeting if they are not financial?

I am only aware of the voting restriction that you quote – ordinary and special resolutions at general meetings. I think an EC member can vote at an EC meeting, financial or not.

I guess the difference is that an EC member has been elected by the AGM so they have a role to play, financial or not, over and above voting in their own interest at a general meeting.
