Not sure if this is the right spot for this query and it's obviously not an enormous problem, more a concern.
The background: I live in a 1960s low-rise block with 5 exterior access doors – 3 floors, no lift. At the last ECGM, a list of items was compiled of issues to be discussed by the EC (made up of 5 owners) for appropriate action to be determined – one of the issues is to change the locks on the exterior doors to security doors with a common key. HOWEVER, there aren't any locks on these doors, just handles. Also, at this stage, there has been no discussion in relation to retrofitting an intercom system (which would be the obvious way to go if there was enough money in the sinking fund to cover it).
Despite being on the EC, I have not been involved in any discussion about this issue but received an email saying that a locksmith would be engaged to do the work. I have a couple of points I'd like to discuss with the other EC members, the main one being how are residents to know if a guest arrives (not everyone has a mobile phone yet); and, more importantly, if someone living alone is ill – there are a couple of elderly residents in this position – and calls a doctor, how does the doctor gain access if the person is too sick to walk down – and then back up – 2 floors.
I've sent an email asking for clarification on whether or not this work is going ahead but have received no response. Any ideas on how I should handle this?
As an aside, one member has been on the EC for years and has done a wonderful job of maintaining the building but I think he's used to just making decisions and everyone else going along.
Any ideas welcome!

Using locks with a keypad (needing a 4 digit PIN) is one way. We do this at our building. The PIN code can be set to be the same for all the locks.
Residents can give the code to selected visitors and service providers.
And of course the PIN code can, and should be, changed from time to time.
Electronic (including keypad) is the way to go. Physical keys get lost and taken with departing residents (some eventually end up in criminals' possession). But it does sound like you need an intercom system. Google 'wireless intercom' and you will find systems that don't require rewiring of the building.
