    Two years ago it was discovered we have quite a complex problem with concrete cancer/spalling affecting balconies and waterproof membranes of potentially 50 townhouses in our complex.
    One of the EC members (an engineer) has put together a very detailed specification for tenders to base their quotations on. Staging the work into approximately three phases to make funding more achievable. One year later we are struggling to get quotes from companies or the quotes we have been sent seem excessive.
    Our managing agent is recommending we get a project manager to handle this but the EC feel this won’t benefit us.
    The EC is considering getting a loan so the job can then be tendered in full (rather than staged) as that might be more enticing to contractors.
    Not that I don’t trust the EC member but I’m concerned that we are relying on the recommendation and specifications provided by a EC member for the repairs.
    Can someone please advise what the best method to tackle such a big job would be and how we can safely ensure we complete the repairs with the best recommendations for repair?
