A Strata Committee member printed a photo of a lady on one occasion and a man on another leaving a cardboard carton in our garbage area which they had not broken up and place in the recycle bin and displayed their photo on our notice board, the print was taken from security cameras in the area. Is this practice legal?

Taking the picture is not illegal and neither is putting it on the notice board, per se.
If it was posted with the intention of trying to identify the culprits so they could be “re-educated”, that’s probably OK too.
However, if the picture was pinned up with the proven malicious intention of embarrassing and humiliating the subjects and causing other owners or visitors to the building to think less of them, then you could find yourself on the wrong end of a civil defamation action.
Unlikely, I admit. But then so is going to all that trouble over a couple of cardboard boxes.
By the way, pixellation would have avoided the above while still achieving the “oh, that’s me!” effect.

It seems to me that the purpose of ”security” cameras is just that – to provide security. Not to catch people in some very minor breach of a by-law. Maybe the ”culprit” had a bad back & couldn’t break up the box. Maybe it wasn’t their box. Maybe they were just leaving the box there until later etc..as Jimmy said you might end up on the wrong side of a defamation suit if there is some inference that the subject of the photo is being ridiculed and being unjustly accused.
The video Nazi in your block should get a life and maybe take up croquet.
