My building does not have a pool and is in an area where the local council maintains several harbourside tidal pools but no in-ground facility. Dogs are prohibited at all the council-controlled swimming areas.
Your correspondent’s local council may operate a swimming centre and, if so, its policy on dogs (almost certainly a ban) should provide support in pressing the case for keeping dogs outside the child-proof fence around the pool.
It should not be too hard to create a by-law prohibiting dogs from being brought poolside, even if they are allowed off-leash in the general common area. Such a by-law could be defended as being in line with generally accepted community standards.
We had this issue arise just last weekend. After and SC members discussion the decision was unanimous – No Pets in the Swimming pool.
Works on the notice the Strata Committee has received concern that a resident or their guest have allowed their Pets to be in the swimming pool, contrary to the building’s By-Laws about common property.
The swimming pool is community facility for all residents, who expect a standard of what is acceptable at public pool to be upheld. This means NO pets in the swimming pool.

To add my bit…… As a devoted dog lover I do agree that there have to be boundaries for dog owners, and one of these is not to allow the pupper into the pool. I see no harm in letting them into the pool area onleash, but not into the pool. I can totally understand why this would upset some people.
Also to wander around the area unleashed is not responsible ownership imo as many people/kids have a phobia of dogs so why make it unpleasant for them. But I see no problem at all with allowing them in on leash.

Whilst this this response is NOT meant to denigrate the above comment, I imagine the acceptable standard at a public pool would involve hygiene and cleanliness, So….What about those that would use the swimming pool, (private or public) whilst infected with a virus, or infant/ elderly incontinence.
The same standard expected at the supermarket, where infants/ young children are often seen sitting in the top shelf of the trolley, Or at the pub/hotel where you canine companion IS banned in food service areas, However those incontinent vomiting children are permitted.
What say you regarding canines that have saved children from drowning!
