      Our apartment complex has a ruling that owners can only have one dog and has to be under 10 kilograms.

      We also have an owner (associated with the strata committee) who looks after dogs. This person often has 2 to 3 dogs at a time under their care.

      Would appreciate thoughts on whether this is within the guidelines or not.

        It’s hard to say without knowing the exact circumstances but it sounds like they are running a business or inviting visitors – either of these could be a breach of your by-laws.
